Akmal Nur was born in Namangan (Uzbekistan) in 1959. In 1972-1973 he has undergone training on traditional ornamental painting.
In 1974-1978 Akmal Nur studied at the Painting Department of the National Fine Arts School named after P. Benkov.
In 1978-1984 Akmal Nur studied at the Department of the Easel Painting of Tashkent State Theatrical-Art Institute: named after A. Ostrovskiy.
In 1985-1989 he studied in the Creative Workshop under the Academy of Arts of the USSR in Tashkent.
In 1990 he has become a member of the Artists Union of Uzbekistan.
In 1997 he has been elected as Academician of the Academy of Fine Arts of Uzbekistan.
In 2005 Akmal Nur has been nominated as the People’s Artist of Uzbekistan.
In 2011 Akmal Nur has become a Nominee of the State Award of Uzbekistan.
In 2012 he was appointed as the Chairman of the Academy of Fine Arts of Uzbekistan.
In 2013 Akmal Nur was elected as the Honorary Academician of the Russian Academy of Fine Arts.
